Molecular diagnostics: a precision approach to policymaking

Precision medicine has huge potential for patients and health services. Yet this can only be realised if testing is routinely available. Despite a number of targeted cancer therapies being available on the NHS, there was no routine funding for many tests. As pharmaceutical companies gradually withdrew support for testing, thousands of patients were being denied the opportunity to be tested to identify whether they could benefit from targeted therapy. Repeated promises to address the situation had come to nothing.

BIVDA’s carefully targeted programme forged consensus about the need for change and developed constructive solutions. It cleverly linked the funding of molecular diagnostics with the Government’s wider commitment to genomics, establishing the former as a key test of the latter. The result was a compelling vision for change, supported by all the key stakeholders. Most importantly, the Government acted to guarantee funding for tests, ensuring that no patient will be denied treatment on the basis of lack of funding for diagnostics.

Judges' comments

If the NHS is going to deliver personalised medicine for cancer there is significant work to be done in molecular diagnostics. This well thought through programme sets out the road map to allow it to happen and demonstrated change for something the NHS were doing with clear and tangible outcomes and an air of positivity.
