David Behan to head UK Care Quality Commission

Replaces Cynthia Bower after troubled spell in office

Devid Behan CQC Care Quality CommissionThe Care Quality Commission (CQC), which regulates andinspects health and social care services in England, has appointed David Behan as its new chief executive.

In July, Behan will replace the CQC's only previous chief executive Cynthia Bower who announced in February, 2012, she would be resigning from the post after four years in charge.

Bower endured a troubled period in office, with her appointment being called into question over her handling of high mortality rates at the Mid Staffordshire NHS Foundation Trust, which was part of the NHS West Midlands strategic health authority (SHA) while she was chief executive of prior to her time at the CQC.

Behan will be hoping to change perception of the Commission, which has faced criticisms that it was ineffective in its remit to ensure quality standards of health and social care: a task for which he has gained prior experience, through his current role as director general for social care, local government and care partnerships at the UK Department of Health.

Previously, he was chief inspector of the Commission for Social Care Inspection as well as president of the Association of Directors of Social Services.

Dame Jo Williams, chair of the CQC, said: “The quality of applicants was exceptionally strong, but David's combination of frontline and regulatory experience, coupled with his commitment to making a difference for people who use services, made him an outstandingcandidate.”
