Making the Case for Clinical Care in the Home

Summary of work

Clinical homecare was notable in its absence from the Five Year Forward View.

ZPB Associates worked on behalf of Healthcare at Home to convene a market-wide collaboration to understand why policymakers had not been sufficiently informed to recognise the clinical and financial benefits clinical care in the home programmes yield.

We brought together a sector-wide group under an independent chair - consisting of clinical homecare providers, pharma, NHS providers, NHS pharmacists, regulators and funders - to find consensus and agree a definition, metrics and units of value of how clinical homecare should be measured.

Once the reference group had reached a consensus, we took these out to wider market review. The market engagement event was attended by 50+ people and garnered further input to the work.

The white paper ’Building the case for clinical care in the home at scale’ launched at the House of Lords in Autumn 2015, received widespread coverage - including broadcast and radio interviews - and press and online coverage from the specialist healthcare press.

Additionally, a series of consultation meetings have taken place with the NHS New Care Models Team and Lord Carter’s team are considering how clinical homecare models could be included in the ‘model hospital’ work published in late 2016.

This was a great initiative that took an extremely collaborative approach. It had impressive outputs and coverage. We will look forward to seeing the programme develop.
